Development Inspection Technologist

 

Summary of Duties

 

Reporting to the Manager of Development Engineering, the Development Inspection Technologist works in the field and within the department to monitor, inspect, review, evaluate, effect correspondence and maintain records regarding developer compliance for all development agreements, and all associated development plans, studies and applicable policies.

 

Work Performed

 

Examine and apply conditions and requirements to ensure compliance of developer agreements, including but not limited to, subdivision agreements, site development agreements, servicing agreements, consent agreements, condominium agreements and reference plan agreements.

Inspect and review applicable reports, videos, studies, drawings and professional certifications to determine that approved land development projects comply with applicable agreements, approved plans, by-laws, policies, timelines and decisions of the Committee of Adjustment.

Schedule and conduct inspections at various stages of construction, advise owners, developers and I or consultants of deficiencies, identify potential development issues, document and report on existing conditions and follow up to ensure compliance.

Build and maintain positive working relationships with co-workers, other civic employees, politicians and the public using principles of good customer service.

Reply in a timely manner to inquiries related to compliance with development agreements.

Maintain a working knowledge of the Ontario Health and Safety Regulations and comply with all relevant safety regulations, construction practices, testing procedures and testing equipment relative to civil engineering works

Maintain a working knowledge of Official Plan policies, Council policies, City By-laws and Provincial Acts and regulations relating to the acceptability of site and subdivision development processing and approvals.

Apply policies and standards, methods and procedures of the Division and Department to reach compliance on development files.

Authorize the partial or full release of security as appropriate; issue written notice of agreement default in instance of non-compliance.

Coordinate with owners, developers, applicants, professional consultants, politicians and the public on behalf of the Department / Division to resolve issues or complaints related to existing development approvals.

Recommend to the Manager where legal action or security forfeit may be required. Estimate costs to address defaults of development agreement using cashed security deposits and recommend call for tenders as appropriate.

Investigate and respond to complaints and grievances from residents related to possible infractions of approved development plans, relevant by-laws, and infrastructure. Assess safety risks, determine responsibility for correction or mitigation; initiate appropriate communications to resolve or correct.

Conduct initial and final condominium inspections to ensure development adheres to plan details. Document and address issues and report on existing conditions. Establish basis for conditions of condominium approval and confirm conditions have been satisfied.

Track and monitor activity related to site development inspection. Monitor complaint files and provide annual report for the Division/Department.

Maintain various departmental databases including computer information databases, files, plans and other documents.

Monitor incoming notices of Claim for Lien (Construction Lien Act, R.S.O. c. C.30) to ensure that files are not closed and securities are not released where claims have been filed.

Reply to lawyers' compliance letters on development agreements; search site development files and conduct inspections upon lawyers' request. 

Enforce the Site Plan Control By-law and other Municipal By-laws as appropriate. 

Review Site Development Plan performance security deposit and letters of credit for acceptance by City and issue receipts. 

Perform other duties as assigned.

 

Qualifications/Experience

 

Three year Community College Civil Engineering Technologist Diploma recognized by the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).

Valid G License. 

Three years of related civil engineering and municipal experience with increasing responsibility.

 

Specialized Training & Licenses

 

Provincially approved Certificate in Sewer and Watermain Construction Inspection, Sewer Design and Watermain Design is an asset.

Demonstrated proficiency in word processing, spreadsheets and various other software related to the delivery of the work performed.

Effective communications and interpersonal skills to resolve issues of compliance between the City and the Developer/Consultant.

Proven ability to exercise judgment and discretion in relaying information to the benefit of the Corporation.

Member of the Ontario Certified Engineering Technician and Technologist (OACETT) as a Certified Engineering Technologist (CET) or Associate Member of the Ontario Certified Engineering Technician and Technologist (OACETT) with full membership as a Certified Engineering Technologist (CET) completed within three years from date of hire.

 

Compensation and Other Information

 

$55,175 - $80,171 (Level 14)

Other Information:

Current hours of Work: Monday - Friday from 8:30 a.m. to 4:30 p.m.
These hours of work are subject to change in accordance with the Collective Agreement and may include evening hours and Saturdays.
