Summary of Duties

Reporting to the Manager, Regional Water Operations, the Supervisor, Information Security (Regional Water) is responsible for the management and supervision of IT and control systems staff.  This position oversees the operation of Regional Water communications and computer network, process control systems, office business platform, as well as the overall computer/network security and systems infrastructure.

 

Work Performed

  • Provide leadership in the execution and delivery of services and programs in the following areas of accountability:
    • Lead and manage the creation, modification, access privileges and deletion of user accounts within Regional Water computer systems and subscribed services.
    • Ensure the development and implementation of security controls and practices including Internet, network, servers and VMware, firewalls and routers, system applications, remote access, Office 365 work and collaboration environment, industrial control systems, and wireless technologies.
    • Recommend and perform major updates and upgrades to Regional Water systems and applications, including the control and management of user authentication and network security.
    • Manage and monitor business systems and SCADA IT network, routing, and network security-related protocols for the Regional Water systems, including IT-related licenses.
    • Monitor compliance of systems and networks with regulatory organizations and Regional Water standards.
    • Audit permissions and access rights to ensure compliance with policy.
    • Conduct risk analysis and evaluation to ensure completion of vulnerability and risk assessments of Regional Water information and network assets, and analysis of activity logs of the various systems as part of preventive measures.
    • Responsible for the creation and implementation of the information security incident emergency response plan.
    • Lead the production of documents and other information resulting from MFIPPA requests.
    • Responsible for training and awareness programs and materials to educate users on information security.
  • Responsible for supervising employees including hiring, coaching, administration, training, and performance aspects of reporting employees. Respond to and refer sensitive and confidential human resource issues as required.
  • Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with direct reports.
  • Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and promote programs and initiatives that reflect this commitment.
  • Demonstrate commitment and adherence to Health and Safety legislation and programs; actively promote a culture of safety.
  • Provide updates, information and recommendations to the Manager, Regional Water Operations on priorities with responsibility to operationalize identified goals and strategies.
  • Track performance measures for Unit deliverables using appropriate data collection and analytics.
  • Identify, recommend, adapt, and implement innovative, efficient, and effective work practices and procedures to improve service delivery and the business responsibilities of the team.
  • In conjunction with the Manager, Regional Water Operations and People Services, maintain a working relationship with the union to administer provisions of various collective agreements fairly and consistently.
  • Build and encourage employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.
  • Develop and recommend budget and initiate actions to operate within fiscal plans. Monitor and report as required.
  • Participate as directed on City of London and partner organization committees and teams.
  • Perform other duties as required. 

 

Qualifications/Experience

  • University Degree in Computer Science or three year Post Secondary Business Information Systems Diploma or equivalent combination of education and related professional and lived community experience.
  • Five to seven years of related experience in a role focused on information security including team leadership or supervisory responsibilities.
  • Certified Information Systems Auditor (CISA) or Certified Information System Security Professional (CISSP), GIAC Information Security Professional Certification (GISP) or equivalent are required.
  • Information Technology Infrastructure library (ITIL) designation is an asset.
  • Project Management Professional (PMP) designation is an asset.

Skills and abilities in the following areas are necessary:

  • Demonstrated knowledge and experience in information security including Firewalls, Intrusion Protection Systems, Anti-Virus, Anti-Spam, Identity Management, Threat Management, Patch Management, Access Control and Authentication with an understanding of the Unit’s programs and services.
  • Knowledge of network routing and industrial protocols, and industrial network architecture.
  • Experience with VMware vSphere, Windows Server and Linux required.
  • Experience with Office 365, Azure AD, and SharePoint Online administration preferred.
  • Demonstrated analytical and business planning skills with a proven track record for effectively implementing and monitoring programs and services.
  • Demonstrated success leading or supervising employees, contracted services and consultants; demonstrated commitment to developing high performance teams.
  • Proven commitment to the safety of employees with knowledge of the Occupational Health and Safety Act and applicable regulations as it relates to the position.
  • Ability to understand the importance of service delivery; develop and implement initiatives that support Regional Water customers in a timely and effective way.
  • Demonstrated effective interpersonal and customer services skills, including conflict resolution and problem solving; demonstrated ability to effectively communicate with diverse populations within the community; experience working collaboratively with organizations, clients, and other community partners. Political acumen to identify and manage issues.
  • Ability to work varied hours to meet requirements of the position.

 

Compensation and Other Information: $85,950 to $112,241
