Who Are We?

The Upper Thames River Conservation Authority’s (UTRCA) mission is to conserve and protect the watershed through science, education, policy, action, and experiences in nature. The 17 municipalities within the Upper Thames River watershed appoint representatives to the UTRCA’s Board of Directors who represent the local urban and rural communities, deciding policies and programs that will lead to a healthy watershed. Our programs and services focus on five key areas:
 
  • Protecting people and property and supporting safe development
  • Delivering landowner stewardship
  • Providing natural spaces and recreational opportunities
  • Making science-based decisions
  • Empowering communities and youth

The Upper Thames River watershed encompasses an area of 3,421 square kilometers and is mainly rural but includes the urban centres of London, Stratford, and Woodstock. The UTRCA serves a total population of approximately 539,500 residents.

UTRCA Conservation Areas provide outdoor recreational opportunities that aim to educate and promote conservation messages to a large audience in an effort to improve the watershed’s natural environment.

Summary

The Information Management Coordinator is responsible for developing and implementing the strategic direction for the authority’s current and future information technology (IT) architecture and information management (IM) systems including Geographic Information Systems (GIS), cyber security, hardware, software, and emerging technologies. The Coordinator collaborates with each unit to ensure their information technology and management needs are met. This position ensures the network infrastructure is properly maintained and available at all times.
 
Key Responsibilities:  
  • Oversees IT, IM, and GIS systems including planning, implementation, and management of hardware, software, networks, cybersecurity, and document retention.
  • Leads acquisition and maintenance of technology assets, ensuring compliance with organizational policies and optimizing cost-effectiveness.
  • Manages IT infrastructure support for internal systems (e.g., WISKI, Sage, CAMIS), including servers, networks, security, and backups.
  • Develops and enforces protocols and policies for IT, IM, GIS, and cybersecurity to ensure data integrity, confidentiality, and regulatory compliance.
  • Prepares and executes strategic plans and budgets for multi-year IT and IM initiatives aligned with organizational goals.
  • Supervises and supports IT/IM/GIS teams (roughly 3-5 direct reports), providing leadership in training, performance management, and daily operations.
  • Coordinates information systems disaster recovery and business continuity planning to minimize disruptions from cyber threats or system failures.

Qualifications:

Education

  • Post-Secondary degree in computer science, or related information technology/ management field. A Master’s degree in a relevant discipline is preferred.
  • Microsoft certification or comparable experience required.
  • Must have a current, satisfactory Criminal Records & Judicial Matters Check 
  • Valid Driver's License
 

Experience, Knowledge and Skills

  • 5+ years of experience in a similar role
  • At least 5 years of experience related to Information Management preferably in a public sector environment with a minimum 3 years' experience supervising employees
  • Extensive knowledge in MS 365, SharePoint sites and libraries, GIS, cybersecurity, hardware, software
  • Working understanding of databases, spatial and time series data management is a requirement
  • Experience with Microsoft and Unix network and PC operating systems
  • Virtual hosted server-based environment (VMware preferred)
  • Project Management experience, training or certification is an asset
 

Compensation and Other Information

 Salary range $54.82 – 66.70/hour
  • Full-time, 35 hours per week;
  • Comprehensive Group Benefits, Pension Plan (OMERS) and Vacation package;
