GIS Technician
(Full-time, 1-year contract)

 

Who Are We?


The Upper Thames River Conservation Authority’s (UTRCA) mission is to conserve and protect the watershed through science, education, policy, action, and experiences in nature. The 17 municipalities within the Upper Thames River watershed appoint representatives to the UTRCA’s Board of Directors who represent the local urban and rural communities, deciding policies and programs that will lead to a healthy watershed. Our programs and services focus on five key areas:
 
  • Protecting people and property and supporting safe development
  • Delivering landowner stewardship
  • Providing natural spaces and recreational opportunities
  • Making science-based decisions
  • Empowering communities and youth

The Upper Thames River watershed encompasses an area of 3,421 square kilometers and is mainly rural but includes the urban centres of London, Stratford, and Woodstock. The UTRCA serves a total population of approximately 539,500 residents.

UTRCA Conservation Areas provide outdoor recreational opportunities that aim to educate and promote conservation messages to a large audience in an effort to improve the watershed’s natural environment.

Summary


The Geographic Information System (GIS) Technician will support the Authority’s geospatial needs including organization, development and maintenance of all components of the UTRCA GIS to ensure the system is current, functional and accessible. This position works continuously in collaboration with other Authority units to support the evolving GIS needs of the organization. This position supports the Authority and Thames Sydenham and Region (TSR) Source Protection Region GIS resource database, development of spatial applications, models and tools, and assistance in the production and implementation of study proposals and management strategies as they relate to GIS.
 
Duties:  
  • Support the acquisition, maintenance and upgrading of all hardware, software and licensing obligations.
  • Responsible for the development of desktop, web, and mobile spatial applications, models, and tools.
  • Assist in the preparation and implementation of GIS-related proposals and management strategies.
  • Collect, develop and maintain comprehensive data with supporting policies, procedures and up to date metadata.
  • Stay current with trends and advancements in GIS technology and web mapping platforms
  • Provide support and training to staff.
  • Support the development of a GIS Strategy to fulfil objectives.
  • Create and maintain GIS databases, data layers, and metadata to ensure accuracy and consistency.
  • Develop and present maps, forecasts, interpretations, analysis and reports.
  • Participate in internal and external working groups to advance GIS and spatial data applications
  • Act as a geospatial resource expert to provide support to internal and external stakeholders.
  • Ensure that all approved Authority policies, procedures and practices are followed.
  • Undertake other responsibilities relevant to the position and as assigned.
 

Qualifications

Education:

 
  • College or Bachelor’s degree from a recognized university in GIS, geography, resource management, or other environmentally related discipline.
  • Valid Ontario Driver’s License required.
 

Experience, Knowledge and Skills:

 
  • Minimum one year experience related to GIS and computer system applications.
  • Demonstrated knowledge and experience in the use and application of Geographic Information Systems is required.
  • Working knowledge of web service integration or design principles for interactive mapping applications.
  • Excellent verbal and written communication skills.
 

Compensation and Other Information

 
  • Salary range: $37.99 - $46.23/hour
  • Full-time, 35 hours per week;
  • Comprehensive Group Benefits, Pension Plan (OMERS) and Vacation package;
  • Free access to UTRCA Conservation Areas (Fanshawe, Pittock and Wildwood).
