Position Statement:
Under the direction of and reporting to the Manager, Communications, this position will be responsible to plan, develop, de-bug, maintain and scale London Public Library’s corporate website and other web-based communications platforms. The successful candidate will work with the Marketing and Communications and IT teams and with designated employees to ensure that the website is accessible, responsive, easy to use, secure, relevant, optimized, and high quality. Ongoing feedback from and engagement with employees, website users, the community and other stakeholders will ensure requirements are being met.

Accountabilities
  1. Website
  • Under the direction of the Manager, Communications, responsible for all aspects of the design, development and maintenance lifecycle of www.lpl.ca . This includes research and requirements gathering, ongoing engagement with and feedback from employees, website users, the London community and other stakeholders, planning, technical design, styling, implementation, documentation, testing, deployment, support, upgrading, creating new functionality and ongoing maintenance of the Drupal-based website, including development, staging and production sites.
  • Plans for and implements updates and patches.
  • Utilizing proper change management control, clearly documents, comments and keeps a record of all developments and changes to internal and external website environments and related code.
  • Works collaboratively on website integration, authentication and database issues with Information Technology Services (IT) employees who are responsible for network applications and database systems.
  • Executes all visual design stages from concept to development, working with Marketing and Communications (M&C) employees.
  • Create wireframes, storyboards, user flows, process flows and site maps.
  • Troubleshoots all corporate website issues, including planned and unplanned changes in the website environment. Develops, implements and communicates comprehensive testing procedures to ensure that the website continues to meet requirements with as little downtime as is possible. Provides remote and in person website support in emergencies during the evening and on weekends as required.
  • Monitors environment and continuously improves and optimizes the website for speed, SEO/SERP, security, scalability, accessibility and responsiveness.
  • Works as part of the M&C team and with other designated employees on the creation of graphic, video, audio, written copy and other content and design elements according to established guidelines.
  • Reporting to the Manager, Communications, collaborates with and provides information and recommendations to designated employees and departments to define future website needs, solutions and requirements and to ensure website continues to meet determined community and organizational needs.
  • Regularly obtains feedback from website users, using various means, to ensure website continues to meet determined community and organizational needs.
  • Has a full understanding of the functionality and use of the website’s Drupal-based content management system (CMS), and frameworks and plans and executes upgrades.
  • Holds full administrative privileges of the CMS, assigning and monitoring permission levels according to designated guidelines. Supports designated employees in training and use of CMS, including both in person and online training.
  • Recommends and utilizes third-party software applications to extend the website according to established guidelines and security principles.
  • Designs, develops and integrates micro-sites into the corporate website according to established guidelines and security principles.
  • Continuously researches and makes recommendations for ways to improve the environment, experience and functionality of the website.
  • Performs other duties as assigned.
  1. Quality Assurance and Innovation
  • Implements testing tools that monitor the ongoing usage and performance of the website
  • Ensures that technical development process follows industry best practices for website development.
  • Uses tools, strategies and analysis to optimize the website in order to improve search, discovery, results and user actions.
  • Ensures consistency, accuracy and quality of all website elements.
  • Ensures that website meets or exceeds legislated requirements such as copyright, AODA and current Web Content Accessibility Guidelines (WCAG), CASL and MFIPPA, and also meet corporate records management and security requirements.
  • Monitors for and ensures compliance with system wide standards, as determined by the Manager, Communications and provides in person and online training to ensure website contributors meet standards. Reports issues to Manager, Communications for follow up.
  • Recommends website development strategies and plans
  1. Technical Support and Customer Service
  • Provides timely website support and information about website issues to employees and website users according to established guidelines.
  • Consults, advises, and trains designated employees in the use of the website CMS using in person and online methods.
  • Participates in and collaborates closely with Library employees, teams and committees on projects and new initiatives, identifying appropriate solutions and making recommendations related to the website.
  • Provides in person and online website technical support in emergencies during the evening and on weekends as required.
  • Remains current with trends in website design and development and digital marketing through the use of training software, reading professional literature, continuing education and conference attendance to enable LPL to be an early adapter of key and appropriate ideas relating to website development. Shares information learned with others.
  • Creates training and instructional documentation for employees and website users, for all interactive functions of the LPL Web Site.
  1. Teamwork and Collaboration.
  • Collaborates with designated employees and departments to define needs, solutions and requirements of website development initiatives and to ensure sustainability and the achievement of strategic objectives.
  • Communicates technical ideas effectively in person and online with employees across a range of departments and service areas.
  • Participates actively as a member of the M&C team to develop and execute corporate marketing and communication plans, campaigns and projects.
  • Works with M&C team to track, report and examine analytics for LPL’s social media and other web-based communications platforms.
  • Works with M&C team to develop processes and workflows and to create content for LPL’s social media and other web-based communications platforms.
  • Represents and promotes LPL and the M&C Department at internal and external activities in an enthusiastic and professional manner.
  • Regularly seeks out feedback from employees, website users, the London community and other stakeholders to ensure user needs are being met.

Qualifications 
  • Successful completion of a two (2) year diploma or degree in web development, computer science, computer programming, software development or interactive design.
  • 2 or more years of experience working as a Drupal developer building large-scale websites and applications, including architecture design and development and authoring at code level.
  • Proven experience in core Drupal 8, with experience in Drupal 9 an asset.
  • Proven ability to code in the following languages: HTML5, CSS3, PHP, jQuery, JavaScript
  • Proven ability to develop accessible websites (WCAG AA)
  • Proven understanding of SQL and other relational database languages.
  • Strong grasp of security principles and how to apply them.
  • Experience applying de-bugging and testing best practices.
  • Strong understanding of UI/UX principles and experience in user testing and surveying.
  • Experience with search optimization and marketing funnels
  • Proven experience with web design and graphic design, including ability to use Adobe XD, Illustrator, Photoshop and other wireframing and graphic design software
  • Proven experience writing for the web.
  • Experience creating documentation, guidelines and training information
  • Experience delivering in person and online training, including training of those without technical experience.
  • Strong organizational skills with the ability to balance priorities and meet deadlines and to share project plans.
  • Strong verbal and written communication skills, including the ability to simplify complex concepts and convey technical and creative concepts at various levels, including through in person and online means.
  • Strong interpersonal skills with a demonstrated ability to work independently and collaboratively and to be open to feedback.
  • Keen interest in learning about and using new tools, digital strategies and emerging technologies and in sharing this learning with others.

Band 7 - $32.341 to $41.316 per hour.

This position works 100% on site in office to be able to support our public service staff.
