Job Summary

Plan, lead, develop, manage and support all phases of the design, development, maintenance and ongoing evaluation of the Skills Development Branch (SDB) SharePoint sites, including CLiCK, the Operations Claims Information Content & Knowledge site. Provide expert advice, information and education to Skills Development Branch staff and management on all matters related to the SDB SharePoint sites, including recommending and implementing changes/enhancements based on best practices, research, and analysis. Partner with ITC development team(s) for development as needed and for alignment to Corporate IT Strategy.

Major Duties & Responsibilities

 
  • Knowledge and Learning Systems Solutions
  • Plan, lead, and execute the design, prototype, test, and implementation of new and redesigned knowledge and learning systems solutions, such as knowledge management portals, learner portals, digital forms/flows, PowerApps, etc.
  • Gather business requirements from stakeholders
  • Taxonomy classification for site, program library, and page levels to manage the hierarchy and search functionality of Learning and Development branch sites for effective content classification and organization
  • Build mockups/prototypes for review and approval, and develop and implement solutions
  • Conduct post-implementation reviews for best practices and lessons learned to assess and evaluate performance of new/redesigned knowledge and learning systems solution opportunities to support continuous improvement
  • Perform ongoing maintenance of knowledge and learning systems solutions
  • Lead the implementation of system updates for knowledge management tools, InfoPath forms, and PowerApps forms, which include after-hours support when the implementation occurs outside of regular business hours
  • Research best practices and explore the optimal use of the Learning Management System (LMS) system to define, recommend, and implement learning solutions in LMS
  • Learning and Development SharePoint Sites
  • Lead the strategic development and organization of the Learning and Development Branch SharePoint sites such as branch sites, knowledge management sites, program libraries, pages, etc.
  • Develop, implement and evaluate SharePoint sites for the Learning and Development branch
  • Perform business and technical analysis to conduct needs assessments, create business requirement documents, and use cases and test scripts
  • Define reports to contribute to branch metrics and design (site pages, etc.)
  • Manage ongoing maintenance of learning and knowledge content, sites, program libraries and pages, as required
  • Ensure the sites adhere to visual and brand standards
  • Technical Expertise, Support and Collaboration
  • Provide technical expertise and leadership for the design, development, and delivery of technology enabled learning and knowledge management solutions built using SharePoint, Office 365 Products, InfoPath, PowerApps, etc.
  • Provide solution recommendations that have potential business/process automation impacts that adhere to quality management and development standards
  • Mentor and coach team members in areas of development, integration, and middleware
  • Provide SharePoint expertise to developers, managers, clients and users through presentations, recommendations, issue documents and briefing notes
  • Develop job aids and training materials for the Learning and Development branch and clients
  • Collaborate with the business partners, vendors, and ITC technical teams to troubleshoot technical problems using root cause analysis, issue and risk identification, and mitigation plan development to resolve issues
  • Provide technical support to team members and learners to troubleshoot issues related to learning technologies, such as virtual classes, learner portals, knowledge management portals, LMS etc.
  • Provide strategic direction, advice and guidance to Learning and Development management and staff to select survey, analytics, and evaluation applications and tools, such as QuestionPro, Power BI Analytics, Saba Analytics, etc., and design, develop and implement solutions that extract, analyze and present survey data in dashboards and automated reports
  • Define, build, and maintain web-based learning solutions using HTML, CSS, JavaScript, xAPI packages and other coding languages to ensure industry standards, guidelines, and best practices are met for digital learning designs, including latest techniques such as gamification, virtual reality, augmented reality, and simulations
  • Collaborate with Learning Advisors, Learner Experience Designers, Learning Developers, Knowledge Specialist, management, and others in the Learning and Development branch to drive innovation and continuous improvement of learning and knowledge management solutions, program designs, corporate projects and digital development practices and processes
  • Maintain and apply accessibility standards and UX experience and UI Design standards in learning products and solutions
  • Test sites, portals and learning products to ensure they adhere to applicable standards and the World Wide Web Consortium Web Content Accessibility Guidelines (WCAG) 2.0
  • Continuously learn and apply design thinking and user experience design principles to design and develop learning solutions
  • Advise on technical learning architecture and learning flow to ensure a well-designed and cohesive user experiences
  • Research best practices, current/future technology trends, design thinking approaches, development methodologies, and software advancement to continually improve learning and knowledge management solutions and to share innovative solutions with the Learning and Development branch staff through presentations, feedback, and job aids
  • Perform other duties as assigned or required.
     
Education

Job Requirements:

 
  • University completion at undergraduate level with a specialty focus in Computer Science, Mathematics or Engineering or Information Technology Management and SharePoint certification or Microsoft Certified Associate Certification.
     
Experience
 
  • Seven years prior experience in software development and technical support including SharePoint design and management.
